Introduction
The Waterloo Community School District uses the Educational Policies Service/National School Boards Association (NSBA) Coding System for District policies, regulations, and procedres.
The system is contained in nine sections or chapters as follows:
Terms used are defined as follows:
- Policy
- General guidlines, adopted by the Board, to chart a course of action or detail Board philosophy
- Administration Regulation
- Expanson of the policy which tells what is wanted and may include why and how much. They are broad enough to admit discretionary action by the Administration in meeting day-to-day problems, yet specific enough to give clear guidance.
If school boards are to govern and administrators are to manage, it is important that board members, administrators, staff, parents, and students know what the policies of the District are. These manuals have been prepared in an attempt to provide everyone with a comprehensive, well-codified system of information.
